1. 연구의 배경 및 목적
□ 연구의 배경
○ 다학제 정책이슈, 다부처 연관이슈의 증가
- 최근 사회가 복잡다기화되면서 한 가지 정책현안 안에서도 정치, 경제, 산업, 노동, 인프라,
교육 등 정책이슈가 다방면에 걸쳐 있음.
- 예를 들어 어린이통학차량 관련 법제도 부문에서는 국토교통부, 행정안전부, 경찰청, 교육부,
보건복지부, 문화체육관광부가 연관됨.
- 또 수송부문 미세먼지의 경우, 국책연구기관은 한국교통연구원, 한국환경정책·평가연구원,
산업연구원 등이 연구에 참여할 수 있으며, 정부부처는 국토교통부, 환경부, 산업통상자원부
등이 관련되어 있음.
○ 사회관계망서비스(SNS)를 이용한 정보전달, 영상 콘텐츠 활용 증대와 같이 미디어 환경이
급속히 변화하고 있어, 전통적인 성과확산 방식에서 고객 중심의 성과확산이 요구됨.
- 고객 중심의 성과확산은 개별 연구기관에서 많이 활용하는 추세이나, 경제·인문사회연구라
는 큰 가치와 틀을 활용하는 시너지 효과와 통합 정보제공은 미미한 편임.
- 또, 경제·인문사회연구회 중심의 협동연구 추진이 증가하는 추세이며 고객 성향(정부부처,
전문가, 일반인 등)과 다부처 정책추진(예: 미세먼지, 교통안전) 주제에 대해서는 연구성과
전달방식에 변화가 필요함.
□ 연구의 목적
○ 본 연구의 목적은 온라인에서 정보 공급자인 연구회·연구기관과 정보 수요자인 국민이
소통함으로써 부가적인 가치를 창출하며, 상호 보완하여 연구성과를 지속적인 확대재생산
시키는 것을 기반으로 연구성과의 정책적 확산을 위한 플랫폼의 모델을 제안하는 것임.
○ 이를 위해서 현재 연구회와 연구기관의 연구성과 생산 및 관리 현황을 점검하고 이용자
인식조사 등을 통해 이들 기관의 통합 성과확산 창구로 활용하고 있는 ‘국가정책연구포털
(National Knowledge Information System, NKIS)’의 문제점과 한계 요인 등을 분석하여
개선사항 도출을 선행하고자 함.
○ 또한, 연구회 NKIS 기반의 보다 명확한 플랫폼 정체성 확립을 위해 플랫폼 성공요인을
검토하고, 플랫폼 모델 수립에 필요한 구체적인 추진 전략과 개선과제를 제시하기 위해
최근 주목받고 있는 플랫폼 비즈니스 성공사례를 분석하여 각 플랫폼의 특장점을 NKIS에
접목할 방안을 마련하고자 함.
○ 연구의 최종 결과물로 NKIS를 지식 콘텐츠 플랫폼으로 활성화하기 위한 사용자 기능,
데이터, 아키텍처, 외부 연계 측면의 개선과제를 도출하여 제안할 것임.
